A local source counter that traces declared changes, required checks, and development cost scenarios

CCM (Code, change, and confidence) is a Rust command-line tool that counts source code by language, files, lines, comments, and code, using explicit selection and language policies. Its registry contains 658 language and format names and aliases, and it skips files that Git ignores. Beyond counting, CCM can follow a declared change: it traces affected parts, required checks, and surviving evidence across a stated dependency model. It also produces estimate scenarios that separate AI, tool, and human activities using an editable 2026 research profile with inspectable units. Reports are available in the terminal, as standalone HTML, and as JSON for agents. The project reports counting the Linux 6.12 source (82,405 files, 1.46 GB) in about two seconds. It runs locally without executing source or contacting an agent service, and supports Linux, Windows, macOS, and FreeBSD. CCM is released under LGPL-3.0-or-later and comes with an accompanying book, available online and as a PDF, covering definitions, algorithms, proofs, and a worked example. It can be installed via Homebrew or built from source with Cargo.
